What Won’t Get Harvested, Where and When: The Effects Of Increased Paper Recycling On Timber Harvest Peter J. Ince, Ph.D. USDA Forest Service Pulp and paper production and paper recycling have increased in recent decades to unprecedented levels throughout the world. This paper presents a review and comparison of regional trends in timber harvest, pulp and paper production, waste paper recovery and waste paper utilization. On a worldwide basis, increased recycling will have the greatest effects on potential timber harvest in North America and Europe as a result of the large magnitude of pulp and paper production and potential for increased recycling in those regions. Recycling will likely have less of an effect on timber harvests in South America, Africa, Oceania, and Asia because of established patterns of wood use or relatively small volumes of pulpwood obtained from native forests. The worldwide demand for wood fiber will continue to grow, and overall pulpwood consumption is not likely to diminish substantially in any region. Projected effects of recycling on timber harvest in North America were developed by comparing projections of pulpwood harvest with and without expected increases in paper recycling. The results show that increased recycling will have great effects on softwood pulpwood harvest, mainly in the western and southern United States, and on hardwood pulpwood harvest in the South; increased recycling will have a more modest effect on pulpwood harvest in Canada and the northern United States. Public Forest Land Allocation: A Dynamic Spatial Perspective on Environmental Timber Management

The complicated process of public forest land allocation involves competing economies of scale. While harvesting cost economies of scale may benefit harvesters, where average costs decline as contiguous harvested acreage increases, larger harvested areas can generate diseconomies in terms of environmental and ecosystem damage. This paper extends existing timber rotation models to more completel...

Evaluating the Effects of Carbon Prices on Trade-Offs between Carbon and Timber Management Objectives in Forest Spatial Harvest Scheduling Problems: A Case Study from Northeast China

To mitigate global climatic changes, long-term carbon trading and carbon taxes have been implemented in many countries. However, carbon prices have varied in many of these regions. Therefore, the goal of this paper was to evaluate the effects of carbon prices on trade-offs between forest carbon and timber management objectives in spatial harvest scheduling problems. The objective function of th...

Timber Harvest and Turbidity in North Coastal California Watersheds

Turbidity regimes vary dramatically among small streams in north coastal California. In an analysis of turbidity data from 27 small streams in the region, turbidity at the 10-percent exceedence level ranged from 3 to 116 formazin nephelometric units (FNU) for the 2005 wet season, translating to 1.7 to 65 days above an oft-cited biological threshold of 25 FNU. Watersheds draining to the streams ...

Short-Term Forest Management Effects on a Long-Lived Ectotherm

Timber harvesting has been shown to have both positive and negative effects on forest dwelling species. We examined the immediate effects of timber harvests (clearcuts and group selection openings) on ectotherm behavior, using the eastern box turtle as a model. We monitored the movement and thermal ecology of 50 adult box turtles using radiotelemetry from May-October for two years prior to, and...

Statewide Implications: 4 Million Cord Annual Harvest

This section of the study describes the modelling assumptions used and the outputs from the lowest level of harvesting modelled, termed the base level of harvest. The section is intended to provide an understanding of what was harvested and why; what effects this had on the forests and their associated resources and values as defined in the FSD issues of concern; what mitigations should be used...
